Engineering Projects Department
Terms of reference:
1.Preparation of studies and designs for the proposed construction projects, their cost, the manner of their financing and their guarantees, in light of the needs and demands of the Ministry and the processing of their contracts.
2.Nomination of specialized consultancy offices in the design and studies works, and coordination with the competent authorities in the selection and nomination of companies concerned with the implementation of the proposed projects.
3.Coordinating with the Procurement Committee in the Ministry regarding the offering , study and awarding of the proposed projects.
4.Auditing the financial claims of the contractors to implement the construction projects.
5.Supervising the stages of implementing the construction projects of the Ministry to determine the progress of the work entrusted to the contractors and report thereon and report any violations of the terms and technical specifications of the contract.
The organizational structure of the Department consists of the following units:
•Projects Follow up Control, consisting of four sections, as follows:
o Studies and Planning Section, specialized in the following:
1.Preparation of studies and designs for construction projects in light of the needs and requests of the Ministry of current and future projects.
2.Nomination of the specialized consultancy offices in the design and studies works  as prepared by the Department, according to the nature of the work required and approved in final form after review and taking the approval of the competent authorities.
3.Coordinating with the competent authorities in the selection and nomination of companies concerned with the implementation of the proposed projects.
4.Preparation of the draft five-year development plan for the Department, in coordination with the Administrative Development, Training and Planning Department  in the Ministry.
5.Preparation of studies on the development of the performance of staff in the Department, and the development of training programs in the field, in coordination with the Administrative Development, Training and Planning Department in the Ministry.
o Contracts and Follow-up Section, specialized in the following:
1.Follow-up all the work of the Department with government agencies.
2.Preparation and processing of contracts for construction projects.
3.Studying the cost of the proposed projects and their financing and guarantees.
4.Coordination with the Procurement Committee in the Ministry on the offering, study and awarding of the proposed projects.
5.Auditing the financial claims of the contractors implementing the construction projects.
6.Coordinating with the Department of Finance Affairs of the Ministry with regard to the necessary procedures for the implementation of construction projects.
7.Follow up the implementation of contracts for construction projects with the competent official bodies.
8.Follow-up and field audit on the stages of implementation of the projects, by visiting the work sites periodically to see the progress of the work assigned to the contractors and to submit periodic reports thereon to the Director of Department.
9.Receiving the construction projects by the supervision section and handing them over to the Court Services Department to start implementing the required requirements for the qualification and operation of all the construction projects.
10.Perform any other similar work assigned to the Section by the Director of the Department.
o Supervision Section, specialized with the following:
1.Supervising the implementation of current or future construction projects for the Ministry's facilities for all locations in all governorates (Capital, Hawally, Farwaniya, Jahra, Ahmadi, Mubarak Al-Kabir).
2.Field supervision of the stages of implementation of the projects on a daily basis to determine the progress of the work entrusted to the contractors, submit report thereon to the Contracts Section and report any irregularities that may occur during the execution of the works.
3.Inspection and approval of all types of materials used in the work of projects in accordance with the terms and technical specifications of the contract.
4.Coordinating with the Contracts and Follow-up Section in relation to financial and technical matters and submitting the necessary reports thereon.
5.Receiving construction projects that are completed by the Ministry or government bodies or private sector entities.
o Secretarial Section, specialized with the following:
1.To carry out the outgoing and incoming work of the Department, archive the files of the employees and to keep the decisions concerned with them.
2.Perform typing and photocopying work within the Department.
3.Performing other similar tasks assigned to the Section by the Director of the Department.
