Department Terms of Reference
Discussing and studying the international agreements related to legal and judicial cooperation between the State of Kuwait and other countries and the extent to which Kuwait can join them.
Preparing and studying the draft international agreements related to legal and judicial cooperation between the State of Kuwait and other Arab and Islamic countries.
Preparation of studies and opinion on the participation of the Ministry in conferences and seminars of a regional or international nature locally and abroad.
Proposing conferences and seminars of interest to the State of Kuwait locally and abroad.
Respond to all allegations and observations contained in the reports of all intergovernmental and non-governmental organizations on human rights in accordance with the provisions of the Islamic Shari'a, the Kuwaiti Constitution and the laws of the State.
Cooperation with relevant organizations, associations and government agencies in the world.
Studying all documents referred to the Ministry from the legal point of view by the Ministry of Commerce and Industry and other concerned bodies and expressing opinions thereon.
The manager of the International Relations Department is responsible for its work and is responsible for the following:
Overseeing all the work performed by the Department sections and controls .
Approve all transactions issued by the Department.
Prepare the annual budget draft of the Department.
Develop and adopt annual reports and recommendations for the promotion and granting of incentives to staff of the Department.
Lay down the development and operational plan of the Department and achieve its objectives to follow up the completion of the general plan of the Ministry, in coordination with the Administrative Development, Training and Planning Department.
 The organizational structure of the International Relations Department consists of the following:
 • International Agreements and Requests for Legal and Judicial Cooperation Control, specialized with the following: 
Discussing and studying the international agreements related to judicial legal cooperation between the State of Kuwait and other countries and the extent to which Kuwait can join them.
Coordination and follow-up on the World Trade Organization (WTO)
Follow up the implementation of the requests for legal and judicial cooperation in the international, regional and bilateral agreements for which the Ministry of Justice is the central authority.
 
- The Control consists of two parts as follows:
 o International Agreements Section, specialized with the following:
1.Preparation and study of draft international agreements related to legal and judicial cooperation between the State of Kuwait and other Arab and Islamic countries.
2.Examine and study open general international agreements in the field of legal cooperation and others, in order to express an opinion on the possibility of the State of Kuwait joining them.
3.Study all documents referred to the Ministry from the legal viewpoint by the Ministry of Commerce and Industry and other concerned bodies and give an opinion thereon.
4.Communicate with concerned bodies and follow up the meetings of their technical committees concerned with the implementation of the World Trade Organization Agreements.
5.Compilation of documents related to the World Trade Organization and archiving them.
Implementation of Legal and Judicial Cooperation Requests Follow Up Section, specialized with the following:
1.Receive, send and follow up the procedures of notifications, attendance costs, court notifications, documents and related judicial proceedings.
2.Receiving, sending and following up the implementation of applications for judicial representations in coordination with the relevant judicial authorities.
3.Receive, send and follow-up requests for execution of judgments.
4.Follow up requests for extradition in coordination with the Public Prosecution.
•Human Rights, Conferences and Seminars Control, specialized with the following:
1.Respond to all allegations and observations contained in the reports of all intergovernmental and non-governmental organizations on human rights in accordance with the provisions of the Islamic Shari'a, the Kuwaiti Constitution and the laws of the State.
2.Cooperate with relevant organizations and associations in the world.
3.Coordinating with the competent governmental authorities in this regard.
4.Preparation of studies on the participation of the Ministry of Justice in conferences and seminars of interest to the State of Kuwait locally and abroad,
5.Follow-up of conferences and seminars.
The Control consists of two sections as follows:
oHuman Rights Section, specialized with the following;
1.Prepare the response to allegations and observations contained in the communications or reports of international, governmental and non-governmental organizations on human rights, as well as the statements issued or received in this respect from any other local body or entity.
2.Cooperate with organizations and associations concerned with human rights in the world, in order to achieve the general interest of the country in this regard.
3.Coordinating with the competent governmental bodies with a view to uniting opinion on human rights issues.
4.To give an opinion on the international agreements, declarations and resolutions issued in the fields of human rights and the possibility of the State of Kuwait joining them in coordination with the International Agreements Section.
5.To express an opinion on the revision of the regulations and laws in force in the State in accordance with the concept of human rights in contemporary international law and in a manner that is not contrary to the Constitution.
o Conferences and Seminars Section, specialized in the following:
1.Preparation of studies and opinions on the participation of the Ministry in conferences and seminars of a regional or international nature locally and abroad.
2.Proposing conferences and seminars of interest to the State of Kuwait locally and abroad.
3.Follow-up meetings of the Council of Arab Ministries of Justice and Ministers of Justice of the Gulf Cooperation Council as well as follow-up of conferences, seminars and meetings in which the Ministry participates in coordination with the Legal Department.
4.Follow up research studies.
o Secretarial Section, directly accountable to the manager of the Department, responsible for the following:
1.To carry out the issued and incoming work in connection with the Department’s correspondence, prepare the necessary records, and apply the procedures and regulations followed by the Ministry in this regard.
2.Translation work related to the Department.
3.Keeping files, documents, books and other papers related to the Department’s archives.
4.Undertake typing works.
5.Other relevant work assigned to it.
