Kuwait Institute for Judicial and Legal Studies
A director shall be assigned for the Institute, assisted by one or more deputies selected from among the advisors. The director shall be responsible for the executive management of its activities and the supervision of the implementation of its programs within the general policy set by the Institute's Board of Directors.

He has the following functions:
1.To carry out all the powers delegated to him by the Minister of Justice or the Board of Directors.
2.Translating the objectives and policies established by the Board  into long-term and short-term plans and supervising their implementation and monitoring.
3.To carry out the work according to the administrative organization adopted by the Board of Directors and to propose what is necessary to ensure its suitability for the work developments.
4.Supervise the implementation of the administrative and financial policies, regulations and procedures approved by the Board of Directors.
5.Forming the examination committees according to the principles he deems and approval of the admission results.
6.To submit to the Board of Directors appropriate suggestions for improving the working conditions of the Institute, prepare for the Board's meetings and preparing its agenda.
7.Proposing the draft training plans, research and courses at the beginning of each academic year in line with the objectives set and presented to the Board of Directors.
8.Issue the necessary administrative decisions for the proper functioning of the work in accordance with his powers approved by the Board of Directors in this regard.
9.Proposing the entities and experts who can use their expertise to carry out research, studies and training activities, as well as identify participants in seminars, conferences and meetings organized or attended by the Institute.
10.Proposing the annual budget of the Institute, signing financial transactions within the limits of the powers vested in him in this regard, supervising all financial transactions and preparing a report thereon to the Board of Directors.
11.Signing agreements and contracts with any entity inside or outside Kuwait within the limits granted to him in this regard.
12.Follow-up  the work of the organizational units and affiliated work centers, and undertake all aspects of guidance and advising. 
13.Addressing the official bodies in all matters related to the Institute and the exercise of its functions, and representation of the Institute before others and in seminars and conferences in which the Institute participates.
14.Supervising the editing and publication of the magazine of the Institute and determine the policies of marketing and distribution.
 A Technical Office is directly accountable to the director of the Institute, staffed with a number of experienced members of the Judiciary. The head of the Technical Office is its most senior member. The Institute director is also assigned a Secretariat Section as follows:

oTechnical Office, specialized in the following:
1.Preparing the appropriate studies in line with the training requirements in coordination with the concerned section.
2.Approval of studies, research and revision of the Institute's publications projects.
3.Follow-up the evaluation of programs and relevant observations received in coordination with the departments concerned in the Institute.
4.Develop the rules, regulations and standards for selecting the proposed research for the magazine.
5.Propose seminars and symposia, commensurate with the needs of judicial and legal professions.
6.Review the plans and programs of the relevant sections of the Institute and discuss the annual report on the progress of work.
7.Participate in the preparation of draft tests of students and trainees and their schedules.
8.Promote research related to the judicial systems.
9.Supervising the preparation of an annual report on the activities of the Institute and its various achievements and proposals to develop the work method, achieve the best results in the field of know-how of the Institute and good administration of justice in coordination with the sections of the Institute.
10.To carry out the work assigned to it by the Director of the Institute.

 
oSecretarial Section, specialized in the following: 
1.Receipt of correspondence received from the Administrative Services Section and present them to the Director of the Institute for annotation.
2.Follow up the implementation of the decisions and recommendations issued by the Director of the Institute.
3.Organization of meetings determined by the Director of the Institute with his deputies and the administrative staff of the Institute.
4.Deliver the letters issued by the Director of the Institute to the controls and departments concerned after being registered in the records prepared for this purpose, with copies kept.
5.Other work assigned to it. 

As per the organizational structure, the Director of the Institute has four deputies, in the following manner: 
First: Deputy Director of the Institute for Foundation Training, responsible for the following:
1.Proposing the Institute's sub-strategy for the Foundation Training for the categories to be trained.
2.Supervise the identification of the training requirements for the candidates to join the Foundation Training Programs.
3.Submit the annual plans for the Foundation Training and the proposed training programs and courses for discussion, in preparation for their approval.
4.Supervising the preparation and development of training materials for Foundation Training.
5.Supervise the implementation of training programs in accordance with the approved plans, distribution of trainers and identify the needs of training materials.
6.Supervising the evaluation work of training of different types according to the system in force in this field.
7.Measuring the overall productivity of program providers and personnel in the scope of this type of training and suggesting ways of development.
8.Participation in the committees related to the planning, coordination and development purposes of the Institute.
9.Addressing administrative problems and proposing appropriate solutions on an ongoing basis.
10.Follow-up of global developments in the field of judicial and legal training in general and institutional training in particular to benefit from them in the development of the Institute's work and programs.
11.Coordination with other organizational units, each in its own specialization, to achieve the interest of the Institute.
12.To carry out all the terms of reference delegated to him by the Director of the Institute.


 
- Two sections are accountable to the Deputy Director of the Institute for Foundation Training, as follows:
oPlanning and Evaluation Section of Foundation Training Programs, specialized with the following:
1.Develop training plans for the courses organized by the section, and their requirement of theoretical and practical study and field exercises.
2.Coordination with the various departments of the Institute to contact the concerned authorities and provide it with studies, research and information.
3.Coordinating with the various concerned governmental and civil authorities, and exchanging views and information with them on facilitating the procedures for organizing the courses.
4.Develop a plan to evaluate the performance of the students according to the nature of the study and the lectures they receive by all scientific means available, and an evaluation of the program.
5.Suggest the appropriate and trained lecturers for each training program in coordination with the department concerned.
6.Coordination with lecturers to develop the academic material.
7.Forming committees to follow up the tests of the students in coordination with the technical office.
8.Conceptualize the issues through which the training will be conducted, prepare for the model trials, model investigation method and prepare the necessary training tools in coordination with the implementation section of the Foundation Training Programs.
  
oFoundation Training Programs Implementation Section, which is concerned with the following:
1.Implementation of the approved training plans in coordination with the Planning and Evaluation of Foundation Training Programs Section. 
2.Coordination and follow-up with the various departments of the Institute to provide training needs for each session, and provide the necessary equipment and systems needed by both the lecturer and the student.
3.Follow up the provision of academic materials for courses and coordination with the Planning Section and the course relevant bodies. 
4.Follow-up selection of lecturers who will undertake the process of teaching, in agreement and coordination with the Planning Section. 
5.Follow-up and coordination with the Planning Section on the results of the evaluation of lecturers.
6.Coordinate with the concerned department to communicate with relevant governmental and non-governmental bodies, whether inside or outside Kuwait, to exchange experiences and information.

Second: Deputy Director of the Institute for Continuing and Specialized Qualification,  specialized with the following: 
1.Proposing the sub-strategy of the Institute for continuing and specialized qualification with the categories to be determined for this training.
2.Supervising the identification of the necessary training requirements for the candidate groups for continuing and specialized qualification programs.
3.Presenting the annual plans for continuous and specialized qualification and the proposed training courses for discussion, in preparation for their approval.
4.Supervising the preparation and development of training materials for continuous and specialized qualification. 
5.Supervise the implementation of training programs in accordance with the approved plans, the distribution of trainers and identify the needs of training materials.
6.Supervising the evaluation work of training and qualification of various types.
7.Measuring the overall productivity of program providers and workers in this type of qualification and suggesting ways of development.
8.Participation in the committees related to the planning, coordination and development purposes of the Institute.
9.Addressing administrative problems and proposing the appropriate solutions on an ongoing basis.
10.Follow-up of global developments in the field of judicial and legal training in general and continuous and specialized training in particular to benefit from them in the development of the Institute's work and programs.
11.Coordination with other organizational units, each in its field of jurisdiction, to achieve the interest of the Institute.
12.To carry out all the terms of reference delegated to him by the Director of the Institute.

- Two sections are accountable to the Deputy Director of the Institute for Continuing and Professional Training, as follows:

 
oContinuous Qualification and Specialization Programs Evaluation and Planning Section, specialized with the following:
1.Develop training plans for continuous and specialized training and follow up developments in the fields of training and its methods.
2.Laying the foundations of evaluation of previous programs, training plans and all related matters and following up their results with the concerned department.
3.Follow up seminars and courses that will enhance capacities and develop them on the preparation of training programs and their suitability to the requirements and needs and the most important training methods and means.
4.Follow up the implementation of training plans.
5.Coordinating with all other departments of the Institute, each in its respective fields.
6.To carry out the work entrusted to it. 

oImplementation of Continuous and Specialized Qualification Programs Section, specialized with the following:
1.Implementation of the programs and training plans referred to it, and take the necessary procedures, communications and correspondence with the concerned parties in coordination with the Program Planning Section.
2.Follow-up of the procedures carried out by the concerned section to implement the program, seminar or symposium within the specialization of the Section or its proposals.
3.Coordinate with the Planning and Evaluation Section on the results of the questionnaires, the survey and the statistics.
4.Coordination with all other sections, each in its specialization.
5.To carry out other works assigned to it.
