Administrative Engineering, Financial Supervision and Contracts dept.

Department Terms of Reference:
1.Inspection of all the administrative works and all the engineering and technical contracts signed by the Ministry with the various entities, and ensure the conformity of works with the technical specifications.
2.Propose the required recommendations and solutions to correct the errors and violations which have been issued, and direct personnel to the means of rectifying them.
3.Inspect the execution works of the Ministry contracts of all types, and ensure their conformity with the application conditions, laws and regulations.
4.Undertake the various inventory processes of the cash at hand with the Ministry departments.
5.Undertake the inspection and inventory of the stores and the Transportation Section in the Ministry.

The Department consists of the Department manager, a control and a number of sections in the following manner:
The Administrative and Technical Control Department is responsible for its operations, and is specialized with the following;
1.Supervision, direction, planning and follow up of all the works performed by the Department.
2.Verify the enforcement of the decrees, regulations and procedures regulating the progress of work in the Department.
3.Distribute the tasks and terms of reference to all personnel in the Department.
4.Other works assigned to him.
oSecretariat Section, accountable to the Department manager directly, specialized with the following:
1.Undertake the typing and photocopying works of the Department.
2.Receive the incoming letters and correspondences to the Department, register and present them to the Department manager to take the appropriate measures in this connection, and keep copies thereof in the files allocated for them in the incoming mail register.
3.Forward the correspondences issued by the Department inside or outside the Ministry after registration, and keep copies in the outgoing mail register.
4.Follow up all the administrative works, such as supervision of the official working hours of the personnel working in the Department, the procedures concerned with their leaves and employment status, as well as all the relevant transactions.
5.Coordination between the Department and the Administrative Affairs Department in the Ministry in connection with the employment conditions and administrative requirements, as being the liaison between the Department and the Administrative Affairs Department. Further, it undertakes coordination between the Department and the Financial Affairs Department as being a liaison between both Departments.
6.Follow up the financial works such as the preparation of the Department’s budget, preparation of the disbursement applications, organization of personal and organizational custodies, supervise the Department store, follow up all the financial claims relevant to the Department and register them in the relevant financial registers.
7.Other works assigned to it.

•Administrative, Engineering, Financial and Contracts Control, consisting of four sections as follows:
oAdministrative Control Section, specialized with the following:
1.Inspection of all the administrative works in the Ministry sectors and prepare the required reports to this effect.
2.Propose the required solutions to correct errors and violations issued and direct personnel to the means of rectifying them.
3.Propose the training courses of the personnel in all the inspection bodies, in coordination with the concerned authorities of the Ministry.
4.Other works assigned to it.

oEngineering Control Section, specialized with the following;
1.Inspection of all engineering and technical contracts signed by the Ministry with the different bodies.
2.Participate in the Procurement Committee in the Ministry, as a controller, to verify the implementation of the applicable rules and regulation sin this respect.
3.Verify the conformity of the engineering works with the technical specifications.
4.Propose recommendations, directions and express the opinion in connection with the violations in the procedures.
5.Other works assigned to it.

oFinancial Control Section, specialized with the following;
1.Undertake the various inventory processes of cash at hand in the Ministry departments.
2.Inspection and inventory of the stores and Transport Section.
3.Other works assigned to it.

oContracts Control Section, specialized with the following;
1.Inspection of the Ministry contracts execution works of all types, and verify their conformity with the conditions stipulated under such contracts and the applicable laws and regulations.
