Al-Kanderi to alqabas: justice information to support decision making and activating the judicial body performance
The head of Information Systems Center in the Ministry of Justice Abdullah Abd Al-Rahim Al-Kandari said that the center works to support and assist in the decision-making process for all levels of management and on effecting the functions of the judicial system and facilitate the work of the assisting body and developing systems and methods of work and archival systems in ministry's sectors. Al-Kandari revealed the existence of 6584 marriages since the beginning of the year in 2005 and until the end of last July, and the occurrence of 2192 divorces. al-Kanderi added in an interview with Al Qabas that the center is seeking to achieve the sixth goal of the ministry within its tenth legislative chapter through the development of automated systems using the latest techniques of information and communication technology to serve the judicial bodies and systems development and working methods, In the following is the conversation text with the head of the Information system Center in the Ministry of Justice
What is the future vision for the information activities of the Ministry of Justice?

Our focus for future information technology activities to the Ministry of Justice is to have a ministry distinct and a leading information and documentation status to activate the functioning of the judicial power in the state to achieve a fast and affective justice. And to establish a central data bank to serve the senior management and judicial bodies, and departments and increase the efficiency of ministry's sectors  to serve the citizens and state bodies, and work on raising the efficiency of the ministry employees of all specialties  and levels and trying to change the concept of service to the value of the information investment available to the ministry, turning it into knowledge, The trend to emerge from the local level and the application of information technology to the Gulf, Arab and international levels, and  present the achievements and experiences accumulated in the ministry in international forums to provide opportunities for  its utilization as a role model.

Objectives

What are the objectives of the information systems center?
These objectives appeared in the ministry's work program  can be formulated to support the decision-making process and data investment and provide information to senior management, and publication of books and statistical bulletins  and prepare office and field research, and support the application of e-government projects, and cooperation and coordination with the State to serve the citizens and facilitation to them, and establishing legal and judicial information  banks and networks  at local and Gulf level, mongering  and processing documents and case files using  electronic coping and archiving, and technological development of the judicial body for the supports of the  appropriate judicial body , also The development and support of electronic  systems in the ministry and the vertical and horizontal expansion in the application of Integrated system of judicial  information  in the new  sites locations  of the ministry in all governorates , and technological development of real estate  Registration devices  and qualifying data and publication of the real estate registration services on the World Wide Web.

What is the center's plan for information technology projects for this year?
The plan has been prepared in the expansion of services center vertically and horizontally and working on four main areas: developing and activating the judicial body performance, and decision  making support to senior management and all administrative levels in the  ministry, and  developing the performance of public  prosecution  and  its assisting bodies, and The focus of e-government to facilitate on  the citizens and serve revisers of the ministry, and the development of  office performance  and the simplification of work procedures in ministry sectors, taking in consideration  the special nature of information technology projects in terms of the length of the implementation period beyond one year in addition to it's financial cost.

Tell us about the idea of e-Justice portal?
The idea of e- Justice electronic portal is based on the use of modern technological methods, including international communications (the Internet) to provide information to beneficiaries in the easiest and fastest way, taking into account safety factors and confidentiality of such data both during its use  within the central computers at the ministry or through the transfer of data across the network until it reaches the end user and access to the system in its current form, integrated system of activities and services that are infrastructure have been built, and is divided into five sections, namely infrastructure devices and data transmission networks, and infrastructure service systems, data control and maintenance systems, and infrastructure of expertise and knowledge,it was taking in consideration  Throughout the design and building the e-justice portal that the data shold be presented on  renewed way , in addition to fixed data to reflect the real data in the courts for all governorates , and to be of doubling interest.
 
-The e-Justice portal is Characterized by the direct use of the Internet and the ease of dealing with the  use of Arabic language and in providing confidentiality and privacy of data and the use of transport encrypted data transmission, and integration with databases and automated systems existing in the ministry, and use the latest techniques available, providing complete record of all transactions conducted through the system and the recording time of these operations is carried out by, and ease of management and supervision of the system.

- Banks, financial and commercial institutions and corporations, and lawyers offices and government bodies and the citizens and the cases parties and the staff of the ministry in all grades and legal researchers.
Is there a project or a program to gather legal and judicial information?
- There is a project for legal and judicial information bank and is considered the latest development in the area of information technology to service the men of law and justice. basic idea of the project is to compile legislation and legal principles and provisions laid down by the higher courts and jurisprudence and case-related topic to be accessible to all members of the judiciary, The legal and judicial information bank consists of  a group of databases  linked together ,that  includes issued and accomplished legislative texts and the legal provisions and  rules of the Court of Cassation, the project aims to provide the time and effort of judges and advisers for the study and reflection. studies conducted by the Center showed , more than 60% of the judge time is used in the search and assemble information and instead of being used to search for and to enable courts to examine the legal principles endorsed by the Court of Cassation judgments and appeals and increase the effectiveness of the legal and judicial system to provide complete information on the subject, and to enable all specialists of lawyers and researchers access to the full legal information from reliable sources, and providing the possibility of instantaneous and rapid communication with Legal global and  regional information banks and cope with the steady increase of the production of legal texts.

 
Electronic link

Regarding the electronic  link between   the ministries of Justice and Interior, Al-Kandari said the belief of the Ministry of Justice of the importance of permanent and constant coordination and cooperation with the Ministry of Interior, and the ministry is keen on ensuring the implementation of the provisions and procedures for the conduct of the submission of applications , installation has been done  of computer terminals connected to the computer  of the ministry of Justice with all of the following in the Ministry of Interior, the Department of Prisons and provisions  executions dept in Jabriya and traffic courts and the Department of the Judicial Police, which aims to link the two ministries in order to achieve the advantages in data transfer of automatic warrant suspects to justice, and the fast and accurate implementation of the procedures and support the assisting dept of provisions execution ,and facilitate on  the citizens to complete their transactions and pay the fines for criminal provisions, The  appeals procedures and follow up the implementation of the Declaration procedures  and follow  the provisions execution  and information exchange.
 

Marriage and divorce

The ministry sets statistics for many issues and cases on the numbers of marriage and divorce until late last July of this year 2005. * Al-Kandari said that the total number of marriages in general, is 6584 marriage cases since the beginning of this year until July 31 last year. where  Divorce cases total reached  2192 divorces, and Kuwaiti men  marriages to Kuwaiti women reached  4235, and to identified nationality 645,and to  unidentified nationality (bedoun) 63, while the marriages of non-Kuwaiti men to Kuwaiti women reached  304. marriages cases  of identified nationality and  unidentified to  Kuwaiti women  reached 40, while the divorce cases of Kuwaitis men  from  Kuwaiti women reached 1364 cases, and  divorces of  Kuwaiti men from identified  nationalities 259 cases, and The divorce of Kuwaiti men  from unidentified nationality (bedoun) 19 cases, the total of Kuwaiti males divorces reached  1642 divorce cases.
