Organization of the Department of International Relations

The organizational hierarchy of the Department of International Relations consists of the Director, Controllers, and a number of Divisions with adequate staff.

The Director of Department of International Relations assumes the responsibility of the Department and is responsible for the following duties:

1.     Generally supervise all works performed by the controllerships and the Divisions of the Department.

2.     Approve all administrative procedures of the Department.

3.     Prepare the Department’s annual budget plan.

4.      Draw up and approve the annual reports and recommendations concerning the promotions and incentives of the Department’s staff.

5.     Lay out the Department’s developmental and operational plan and fulfill its objectives ensuring that it implements the Ministry’s general plan in coordination with the Administrative Development& Inspection Department.

The Organizational Hierarchy of the Department of International Relations is composed of the following:

First: Controllership of International Conventions, Conferences, and Symposiums is responsible for the following:

1.        Consider and study international conventions relating to establishing legal judicial cooperation between the State of Kuwait and other countries, and how Kuwait can join them.

2.        Prepare studies on the Ministry of Justice’s “MOJ” participation in conferences and symposiums related to Kuwait on both national and international levels.

3.        Follow-up the works of conferences and symposiums.

The Controllership is divided into two divisions, as follows:

1.        International Conventions Division, fulfills the following duties:

1.        Prepare, study, and express opinion about draft conventions regarding legal and judicial cooperation between the State of Kuwait and other Arab and Islamic countries and organizations.

2.        Consider and study the international generally-opened conventions in the field of legal cooperation and others and express opinion about the possibility that State of Kuwait can join them.

2.        Conferences and Symposiums Division, its role as follows:

1.        Prepare studies and express opinion about MOJ’s participation in regionally or internationally conferences and symposiums convened inside and abroad.

2.        Suggest holding conferences and symposiums that are of interest to Kuwait inside and outside.

3.        Follow-up the meetings of the Council of Arab Justice Ministers and GCC Justice Ministers as well as follow-up, in coordination with the Legal Department, the conferences, symposiums, and meetings in which MOJ participates.

Secondly: The Controllership of Human Rights and World Trade Organizations assumes the following duties:

1.        Refute all claims and remarks set forth in the reports of all international governmental and non-governmental organizations regarding human rights in conformity with the Sharia (Islamic Law) and Kuwaiti constitution and laws.

2.        Cooperate with the concerned organizations and associations all over the world.

3.        Coordinate with the governmental competent agencies.

4.        Coordinate and follow-up regarding the World Trade Organization (WTO).

The Controllership is divided into two divisions, as follows:

1.        Human Right Division, main responsibilities and duties:

1.        Prepare refuting all allegations and remarks mentioned in the letters or reports of all international governmental and non-governmental organizations regarding human rights as well as all what any other local agency or authority may claim concerning these matters.

2.        Cooperate with world organizations and societies concerned with human rights to achieve the public interest and concern of the State of Kuwait

3.        Coordinate with appropriate government agencies in order to achieve unanimity on human rights.

4.        Express opinion about international conventions, declarations, and decisions concerning human rights and the possibility that Kuwait may join them in coordination with the International Conventions Division.

5.        Express opinion about amending State regulations and laws enforceable in consistency with the concept of human rights set forth in contemporary international law and without conflict to the Constitution.

2.        World Trade Organization Division, main responsibilities and duties:

1.           Legally study and express opinion about all instruments referred to MOJ from the Ministry of Commerce and Industry and other concerned agencies.

2.           Communicate with the concerned agencies and follow-up the meetings of their technical committees concerned with implementing the agreements of World Trade Organization.

3.           Collect and archive all documents related to World Trade Organization (WTO).

Thirdly: Secretariat Division, reports directly to the Director of Department, its main responsibilities and duties are as follows:

1.           Undertake sent and received correspondences of the Department; prepare the necessary records; follow the procedures and systems observed at MOJ.

2.           Undertake works of translation related to the Department.

3.           Keep files, documents, letters, and other papers related to the archives of the Department.

4.           Undertake works of typing

5.           Perform all required duties
